These creatures are the obstacle to overcome for the main characters in the story.
Internally they are referred to as the alpha and betas. They represent the magical flock of sheep that need to be lead out of the valley.
This is all mixed with the theme of the changing seasons and cycle of life, so in a way they represent winter.
They are cold, still and mysterious creatures, covered in clouds. They blend into their environment and envelope their surroundings in frost and darkness. Yet they are not evil or cruel but only another side of nature.
